Bill 66 offers municipalities a chance to change the way they hire.
“The Toronto staff report has a low of two per cent but I think that's problematic,” Brian Dijkema, Program Director of Cardus Work & Economics said. “I think the increase of cost (that comes from restrictive tendering) is between eight and 25 per cent, which is significant on a $1.7-billion budget.”
