Why was a Brockville independent school's bid for purchasing a public school building rejected?

The top bid was rejected because it came from a rapidly growing independent school, Heritage Community Christian School. The diversity of needs that children have requires a diversity of delivery systems, so that all kids have a fair chance at a quality education.
